*GP* not-a-bot: regarding alternate languages for the in-game rule messages: I do actually have several canned messages in other languages that I use when I'm trying to get people to understand. When someone doesn't respond, I often check to see where they are and send a message in one of those other languages. I don't think I want to have messages in other languages showing up all the time; most of the time there would be no point and then again, which languages would I include and where would I stop?

As for the comment threads, there are at least four different ways to display the comments. I checked, and the threading/nesting does actually seem to work properly, as long as people reply to the correct comments (use Reply-To). Look for the display settings at the top of the comment lists. I think you can also set the default in your user settings.
